People vary widely in the importance they attach to skin color in general and their associations with particular skin colors. From my general observations of humanity, it is clear that skin color matters very much for some people and not at all for others when it comes to relationships.

In order to avoid a verbose sociological , I will just answer this from my personal experience and perspective. Skin color has never mattered to me personally. I've had long-term, serious relationships with girls of African, South Asian and Latin descent (I am of European descent). Dating someone of another skin color only ever required serious thought in certain social situations, such as when a third party was potentially hostile to the relationship. Such persons might include elderly relatives of my own or my girlfriend's, or any other "traditional"-minded persons connected to or having a stake in the situation.
